1) the partition plan was not the first 2-state-solution proposed.
2) the partition plan was never implemented.
it's the 60th anniversary of 11/29/47, when a world body (the UN) ratified a proposal that created an independent Jewish state. as far as the second state is concerned, it was not a solution.
